It means that, take this example for better understanding. If you have a shop in the market and customers come inside and exit immediately than what do you think about them.
You think that they are not interested in your products or services that's the same case with google when he tries to rank website according to users query then It considers bounce rate as a major factor. So you need to make it your top priority for better results

please understand what i asked , i haven't asked what is bounce rate  that every one know , i asked is it google ranking factor or not , if yes how.

 The bounce rate is too important and should be a ranking factor. Of course if Google decides to be or not to be (and to what degree it will be) is something that we can't know. My educated guess is that highly likely it is one of the ranking factors currently.
