Overloading nodes?

I've had 30/5 internet service with TWC for a few years now.  Generally it has been reliable and giving me in the neightborhood of 36/6.  Lately, I seen it dip to the low 20's upload, and be very erratic.  During speed tests it will jump all over the place IRT to speed.
 
Wondering if by replacing the generally lower speed TWC connections with the Spectrum 60 Mbps basic they are slowly overloading the existing nodes.
