웃 is 100% Korean. In the Korean language it's a prefix: 1. (adjectival, adverbial) upper, up-, super-, 2. (rarely) outer (Source: https://en.wiktionary.org/wiki/웃). This is used as an emoticon by some people due to its resemblance to a standing person.
