I don't think. Google Penguin only affected the over use of keywords while building links. So nowadays you won't rank if you only use your money keywords like building links. Use generic anchor texts, brand names, naked links, etc to be safe.

It was so easy to rank websites before Google Penguin, all you need was many links pointing to your target keyword, but not any more, you need to use more of your brand name to rank nowadays.

Links in your website to low quality sites
Excessive use of keywords in the contents of your page.
