I believe best way to bring down competitor website to increase your own website ranks. I don't think there's any tool or direct way to impact 3rd party website ranking. Best you can do give some bad backlinks that will impact his /her website negatively . Even that he can check and disown using google webmaster tool. So best way suggested is to focus on your own website and try improving your own search rankings.

No it is not a beneficial one, because revers seo technique is used for reduce the rankings in the search engine, it is used for penalizing the competitors website
