Yeah, absolutely true. I mean that higher pr will benefit you more but you should also do some submission in middle or lower pr sites in order to looks organic way.

Yes, they are alive, only standard social bookmarking sites are still in use,users are making the site spam with unordered postings.Social bookmarking helps a lot in reaching the user with detailed info and also helps in generating back links.
