The cheapest country

  Earning money and saving money -- both are better if you're living in a cheap country. So where is the cheapest country in the world, i.e. which country is the cheapest one? Some useful links about it:

  I think it's not clear which country is the cheapest in the world today and what does it means cheapest country -- cheapest for the rich tourists or cheapest for the locals? For instance, if a hamburger costs USD 1, it'll be cheap for some tourist, who has USD 10 000 000, but it'll be expensive for a local, who has only 4 dollars. So, I'd like to know what exactly means "cheapest country" (the criteria) and which is the cheapest country now, according to this?
