you need good links and some good content. Content helps greatly, because the better your sites content and the design of your site the more likely sites will link back to yours including the larger sites.

One a website has been optimised.. the keywords, headers, TITLE tags, Description tags, pictures correctly labelled, ALT text, website properly linked, pages linked, site maps… etc. then the actual link building from other sites, blogging and article writing can take place. This certainly takes time and knowing where to publish all these extra off page SEO tasks is time consuming.
