High pagerank doesn't influence the traffic or the ranking of the website. Its good if the pagerank of the domain is high, but the overall performance is based on many different factors like website design, ranking keywords etc.

High Page rank is only and only possible when the website have higher number of dofollow links, Its not dependent on content, popularity or anything else.

It is the distance between the keywords / key-phrase on a page . The keywords should not be very much scattered all over the page and not repetitive.

I generally go for the keywords which have moderate global searches and average competition.
Beside this, I also look for the all the three matches: Broad , Exact and Phrase match before finalization.

Yeah its true that the noone can guarantee a specific position in search engines. One can build quality links and fresh content for a website, but all the factors can't assure first position in serps, so companies making such fake promises many a times isn't able to deliver best results.

If you have duplicate pages on the same website then probably 301 redirect will be the best option for you. While if someone copied your content , then you could ask Google to monitor it and not penalize your website.

I think directories are still good source to get traffic and backlinks..Though they takes time to approve, but once they're good.
Beside this, you should concentrate on social media and add as much fresh content as possible.
