I have used both. Actually, both are powerful tools in creating websites and it depends on how your website should be. If I would be making a blog website, then I would definitely choose Wordpress however, for sites which requires membership, I will use Joomla!

As what I know, Page Rank is just one of the signals that affect your website rankings on search engines especially for the giant Google. Thus, PR is also important for search position.
