Thanks for your info Now the site is working good & Generating some organic traffic. But still not satisfied with daily unique visitors of 100--150 for my site.

Good technique , Even I do for all my websites. But only 20-30 WEB 2.0's.

But I do built back-links for those WEB 2.0's to increase the PR.

You are right !! But the site is not ranking for High Competition Keywords with max searches.

Have a doubt, is it penalized?

The Question is, The domain age was 13 yrs . For 12 yrs 10 months the domain was redirected to other site.

Now I skipped the redirection, Site was newly built up - Set alive without any redirection (A New website).

The condition of the domain ( I mean the redirection of its earlier stages ) cause the rankings?

SEO is optimizing of website to increase the rank of that website in the search engine rankings.

Optimize : whatever action you do in the site or outbound of the site to improve rankings is optimization in SEO.
