I know one directory which is Yahoo Directory it gives both option free and paid but there is no guaranteed if your site is submitted or not....

It is very hard to include your site in Dmoz but you can submit your site if your site is society friendly, it may be approved withing 6 months, I think as well.

Well, if you are doing article submission then try to submit fresh articles to only top article directories it would help a lot in getting targeted visitors to your site, also it would give you good back link juice to your site.
