Google PR, which was obviously developed by Google, determines the popularity of websites. PR is determined by the links that websites get. The links are some sort of votes that were cast by web users and other webmasters. If your web pages get linked, it usually means that they contain valuable information. The more links you gather, the higher your page rank will be.
