 Yes, but only the good/right SEO, not the spam-SEO, not the black hat SEO and so on.
 Sometimes even the good/right SEO isn't so useful, because anytime the SEs may make a big algorithm change (or changes) and then all (or almost all, or many of) your SEO efforts are in vain.

It's depends on your budget and business if your not thinking about money then choose PPC If you don't have sufficient amount then choose SEO. All are good to improve your website visibility in Search engines.
