Im submitting my site to quality, human reviewed web directories to help with backlink purposes and SEO. Is this an acceptable Seo Orlando (http://www.seo-micrositez.com/seo-orlando-florida) SEO building practise, and are web directories normally held in good repute so there will be no Orlando Seo (http://www.seo-micrositez.com/seo-orlando-florida) repurcussions from me doing this? I will only be submitting to high PR web directories and those that show quality.

And HAHAHA you'll only submitting to high PR directories? If you submit in this fool way, I think many of them are not going to accept your posts. And another HAHAHA: you can't spell right SEO, it is "SEO", not "Seo". Seo is a Korean name.

Yes its a valid and effective way to increase your site incoming links or back links as you justified.
Followed by categories directories has been categorized into two "Local" and "World wide".
In which local directories help you with boosting your traffic.
And world wide directories which belongs to high PR are way to boost your rankings in SERP, they work like back links.

Yes you can do directory submission but do it in high page rank & do-follow sites.
